Amid a budget crisis, Tennessee slashed its spending for anti-smoking measures by 96 percent this year, causing the state to drop from 40th to the dead-last spot of 51st in the annual report from the Campaign for Tobacco-Free Kids, a national nonprofit organization.
Forbes studied eight statistical measures for the nation's 100 largest metropolitan areas—including housing affordability, cost of living and commute times—to determine each area's "bang-for-the-buck" ranking. Chattanooga came in eighth.
