There was some confusion about an element of yesterday's ethics proposals involving campaign contributions, and I'm sorry to say I was among those confused.
As proposed, the limits would work like this:
There can be no campaign contributions to council members from applicants with pending zoning cases from' [...]
This morning, it looked like the council would take a key portion of today's ethics discussion behind closed doors.
That hasn't happened although I'm not sure why.
Council members are hashing out now whether to tighten restrictions on moving zoning cases for a vote of the full council.

The most important portion of today's discussion on ethics will be a proposal to require three council members to "second" a zoning motion before it can be brought before the full council for a vote.
